Well I'm not sure if the vacuum ball is NECESSARY... but it helps. Someone correct me if I'm wrong (and I probably am)... but I believe the vacuum ball is used as a "vacuum reserve" for when the engine isn't rotating enough to create the vacuum necessary to work HVAC controls and stuff.
