California has the strictest emissions in the nation and therefore, California emission cars often have lower power outputs, and sometimes different engines entirely in order to comply. My Saturn has California emissions (even though it's lived it's entire life in New Jersey until I bought it), My Z34 has US Federal emissions (Oddity here? New York Title but the car's lived it's ENTIRE life in Connecticut) and my Aunt's 1990 Celebrity wagon has Canada emissions. oddities all around.
