Poor" condition means that the vehicle has severe mechanical and/or cosmetic defects and is in poor running condition. The vehicle may have problems that cannot be readily fixed such as a damaged frame or a rusted-through body. A vehicle with a branded title (salvage, flood, etc.) or unsubstantiated mileage is considered "poor." A vehicle in poor condition may require an independent appraisal to determine its value. Kelley Blue Book does not attempt to report a value on a "poor" vehicle because the value of cars in this category varies greatly.

Using Private Party Value with my Zip code (which is the center of white trash america) (which makes a difference)...don't believe me look up your car with a 90210 zip code

That's retail value though.. not private party which I assume is the route you're taking

Yeah and it would almost work if he had a dealers license... and if the car had brand new brakes, brand new tires, brand new battery, all receipts from any service work, a fresh detail job inlcuding buff and gloss job... and absolutely zero paint work on the car (if that car has all of the above) it qualifies for Retail Excellent Value.
