Vinegar is acidic. Use baking soda to neutralize acid. Vinegar can be used for cleaning leaking household batteries(alkaline). Once you have it cleaned off, it wouldn't hurt to place some dielectric grease on the connection. Before anyone says "that's a bad idea," I'll go ahead and tell you specific "battery terminal protector greases" are dielectric.
