Cooling fans

I've just noticed my radiator fans come on when I start my car from cold, then shut down in a few seconds. And now I hear them coming on when the engine is cool after the ignition is turned off and key removed. Is this an indication of a PCM failure or maybe a temp sensor issue? '95 LQ1.

Could be both.  Do they come on with key set to run and cold or just only after it starts?  I’d start with ohming the sensor out before looking into the ecm. I take it there’s no cel on? How does the car behave when it gets warmed up?

The fans come on immediately after the engine starts, not when ignition is just in run. No SES light. The fans running after shut off only happened one time, hasn't done it since.
