If there's power at the fuse and not at the relay you'll probably find a rotted connection at splice S120, most of those splices were crappy steel crimps wrapped in something resembling black duct tape. There's an outside chance it's a crappy steel crimp in a piece of heat shrink filled with wax. And I suppose rodent damage isn't off the table if you don't know where the car was before you. The bottom line is there should be power on that circuit with the ignition switch in the run position.

It would be amazing to replace that with a clean Southern piece but at some point reality has to point toward the original plan. A piece of 1/8" plate steel, an angle grinder, and a mig welder will save the car. Alternatively a whole southern car that's being mistreated and disrespected down south where rust free cars die a horrific death every day could be brought up and used as a rust free shell to rebuild that car on but that may not be an option depending on the level of emotional attachment.
