Is it normal for both upper and lower radiator hoses to be screaming hot? I always knew the upper hose is suppose to be hot, but I never felt the lower hose to be the same.

upper will be hot once the thermostat opens up, obviously.

lower will be pretty hot sitting still. when there is airflow coming over the radiator(either from vehicle movement or the fan(s) coming on), then it will cool down significantly.

normal.

So the real questions are: Are your cooling fan(s) running? Is the gauge on the dash showing an overheating condition?

I don't have a problem with the radiator hose, but I noticed water spewing out from the hose just above and behind the starter. It's spraying down right where the hose bends and it sprays against the starter somewhat. Do you know what hose this is and if I can take it off completely from above the engine or do I need to get under it. I can see the clamp coming from the engine block but don't know where it ends. Thanks.

What car? What engine?

expect to see fan1 come on around 226*F, IIRC.
Thanks....Changed the thermostat today used fresh coolant, and as suspected it was stuck open. I'm still fighting the Low Coolant light, bled it twice today and checked coolant level not low at all.

Water spewing out by the starter and low coolant level sort of have each other's backs there. Mine is a nightmare with the coolant level sensor too, but I check and everything's fine.
