3800 electric cooling fan question

I have the 3800 L motor in my 94 Regal. It has the 2 electric cooling fans. I never see the passenger side fan come on only the drivers side. I swapped the relays and the same thing, so relays are good. Do both fans come on at the same time or does the passenger side just come on when motor is really hot? I can pull the fan and hook it to the battery,but I thought that I would inquire here.

isnt one fan for the A/C? put the A/C on and see if it comes on?

I do not know a/c doesnt work,next thing to get checked. compressor never cycles, clutch never tries to engage, any idear how much to just check it out,or should i throw a can of freon at it?

i noticed that the a/c relay is missing, looks like it is next to the fan relays. I just bought this car, why would someone pull the a/c relay?
