Use aircraft stripper to get the clearcoat off. Then paint the silver dished in sections black, ala Pace Car, and reclear. That's what I'm doing this winter hopefully, if I can scrounge up 4 rims to throw on mine for a while.

when you clearcoat them, try to avoid rattle cans and also avoid anything lacquer based. If you HAVE to use cans, use acrylic clear (you can try wheel specific clear paint but I'm not sure if thats lacquer as well) The lacquer paints hold on to brake dust and the only way to clean them up is to compound them every time. Enamel would at least resist that.
